Zusammenfassung:	PURPOSE:To smoothen the rotation of an engine over a wide range by providing first and second damper means in series with a lever for shifting a spill ring. CONSTITUTION:A spill ring 402 sliding on a plunger 301 is shifted by a tension lever 406. First and second damper means 600, 700 are provided in series with the tension lever 406. If one damper means is fixed, the other damper means acts as resistance to the tension lever 406, so that a range in which the damper means acts can be enlarged above no load region. The rotation of an engine can thus be smoothened over a wider range.
