Zusammenfassung:	PURPOSE:To more stably operate the water-wheel generator by executing a control in advance so as to suppress a speed variation, based on a speed variation predicted by a difference signal of an estimated output obtained from a gross head and a guide vane opening, and a real output of a generator obtained from a power transducer. CONSTITUTION:The speed is provided with a correcting signal arithmetic part 32 for outputting a correcting signal for correcting an output of a proportional plus integral plus differential computing element 14 by operating a predicted speed variation from a difference of an estimated output obtained from a gross head of a hydraulic system and a guide vane opening, and a real output. In such a way, even when a large disturbance is generated, a correcting signal is obtained without a detection delay, therefore, an excessive speed fluctuation can be suppressed, and a water-wheel generator 16 can be operated stably.
