Zusammenfassung:	PURPOSE:To maintain traveling by constructing a throttle valve controller such that coupling of a movable plate and a one-way clutch is blocked when the operating amount of an operating plate is smaller than that of the movable plate, thereby preventing runaway of vehicle even when an electronic control actuator is uncontrollable. CONSTITUTION:A coupling limit section 22 for blocking coupling of a movable plate 10 and a one-way clutch 20 when the operating amount of an operating plate 21 is smaller than that of the movable plate 10 is provided. Even if there is shift of relative rotary position between the movable plate 10 and the operating plate 21 when an electromagnetic clutch is disengaged to couple an accelerator pedal 23 and a throttle valve 2, they can be coupled at correct relative rotary position through operation of a one-way clutch 20 and the coupling limit section 22. Consequently, a vehicle does not run away even if an actuator 18 is uncontrollable and can keep normal running.
