PURPOSE:To estimate the effluent of a river with high precision by measuring rainfall intensity and a soil moisture rate successively at every representative point in a river area, and inputting the correlation between both measured values and the discharge of the river to an arithmetic device previously. CONSTITUTION:The nature and structure of the soil and geographical features are classified and the rainfall intensity and soil moisture rates at reprsentative points in respective sections of the area are mesasured. Those measured values are inputted to the arithmetic device to estimate the effluent of the river from the correlation between the rainfall intensity and soil moisture rate stored previously in the arithmetic device, and the effluent of the river.
