PURPOSE:To realize speedy, secure plate making of high quality by correcting and storing the picture signal of a desired video source recorded on a master video disc, and interpolating it on on-line basis for the plate making. CONSTITUTION:The picture signal of a desired picture source selected by an input switching part 30 is recorded by a master video disc device and its reproduced output is made into a high-qualiy picture signal through a picture quality improving part 60 which performs time-difference correction, noise elimination, contour emphasizing, etc. This picture signal is converted into respective color signals with excellent luminance, etc., by an RGB decoder and then stored temporarily in a frame memory 80 through a switcher 53 adding an external color signal, a gradation correcting part 72, etc. Then an on-line scanning line interpolating part 81 performs two-dimensional interpolation, etc., to obtain a signal for plate making, performing the speedy, secure plate making of high-quality.
