Zusammenfassung:	PURPOSE:To accurately extract motion information included in a video signal by allowing information extracted by a motion information extracting circuit and information extracted by an edge part amplitude information extracting circuit to pass a nonlinear conversion processing circuit. CONSTITUTION:The video signal supplied to an input terminal 1 passes a motion detecting circuit 2, and motion information of the picture is outputted. Edge part amplitude information of the picture is outputted through an edge part detecting circuit 3. The output of this circuit 3 is inputted to a nonlinear conversion processing circuit 4, and motion information of the picture free from detection of an erroneous inter-frame difference signal different from an actual extent of motion is obtained in an output terminal 5 in accordance with inclination of edges of the picture. Thus, motion information of the picture of the video signal is accurately extracted.
