Zusammenfassung:	PURPOSE:To obtain the title coating agent excellent in adhesiveness to various base materials and used to impart water and oil repellency, stainproofness, non-tackiness, lubricity, etc. to a base material surface by using a specified fluorinated titanate as the constituent. CONSTITUTION:A fluorinated titanate of formula I [wherein R is polyfluoroalkyl or formula II; a is 4-20; -Q- is a group that links a polyfluorocarbon group CaF2a+1 to an oxygen atom and is -CbH2b-, or of formula III, IV or V (wherein b is 1-10; R' is 1-6C alkyl or H); n is 1-2; m is 1-3; A is 1-12C alkyl] is used as the effective constituent to give the title coating agent. This coating agent is used to impart water and oil repellency, stainproofness, non-tackiness, lubricity, etc., to a surface of an inorganic or organic base material.
