Zusammenfassung:	PURPOSE:To simply and favorably reduce nitrogen in steel at low cost by using a combined blowing converter or a bottom blowing converter having furnace opening part area with the specific exhaust gas streamline flow speed at the furnace opening part and melting and refining the stainless steel. CONSTITUTION:In the melting and refining operation for the stainless steel using the combined blowing converter or the bottom blowing converter, the converter having the furnace opening part area with >=16Nm/min the exhaust gas streamline flow speed at the furnace opening part is used. The above furnace part area can be simply formed by arranging a top-cutting conical shape furnace opening part area adjusting cover to the round opening part. By making this cover narrow, the cross sectional area of the furnace opening part is reduced and by making the streamline flow speed the prescribed value or more, invasion of air into molten steel surface is prevented. By this method, nitrogen partial pressure in the furnace is lowered to reduce nitrogen content in the molten steel.
