Zusammenfassung:	PURPOSE:To stabilize the operation of a hydraulic actuator by providing a by-pass circuit which is operated when an effective pressure difference between the inlet and outlet sides of the hydraulic actuator exceeds a prescribed value, in parallel with a meter-out throttle valve. CONSTITUTION:A by-pass circuit 15 is provided in parallel with a meter-out throttle valve consisting of a high speed throttle valve 12 and a low-speed throttle valve 8. The by-pass circuit 15 is provided with a valve element 19 which opens when an effective pressure difference between the inlet and outlet sides of a hydraulic actuator 4 exceeds a prescribed value. Consequently, reduc tion in flow rate which is caused by pressure raise in response to load increase is automatically compensated and a dynamic hydraulic drive force is increased, so that an unbalance characteristic can be improved and the operation of the hydraulic actuator 4 can be stabilized.
