When the rotating speed of the reel board 8 exceeds a preset value, an abnormality detecting part 7 detects the generation of the abnormality, and informs the fact to a system control part 1. The control part 1 receiving the information indicates a winding processing to a mechanism control part 2. And the control part 2 receiving the instruction indicates the stoppage of the rotation of the rotary cylinder 13 to a cylinder block 5, and a series of processings to eject a cassette half such as tape winding, etc., to a block 4 of the reel board.
