CONSTITUTION:An antibacterial agent (A) selected from among organosilicon quat. ammonium salts and organosilicon amphoteric surfactants of formula I (wherein X is a hydrolyzable group, Y is Cl or Br, R is a 1-22 C monovalent aliphatic hydrocarbon group, R is a bivalent hydrocarbon group, and m is 0-2), a water-soluble polyurethane resin (B) and an amino-functional organosilicon compound (C) of formula II [wherein D is formula III, R' is H, a 1-6C monovalent hydrocarbon group, R'' is a 1-6C bivalent hydrocarbon group, R is a 1-6C monovalent hydrocarbon group, X is a hydroxyl group or a 1. 6 C alkoxy group, m is 0 or 2, 0
