Zusammenfassung:	PURPOSE:To discharge only clean water with easy operation up to just above a settled sludge layer without taking-in the settled sludge by supporting a pump base frame with a pair of rotating arm device and providing a float, a pump and a downward stopper on the base frame. CONSTITUTION:Parallel two arms 55a, 55b of the rotating arm device 51a form such a link mechanism that the locus of the lower end of a connecting link 57 moving according to the vertical motion of a float 23 due to the change of water level in a treating vessel 1 makes an arc as shown by arrow S and the connecting link 57 is practically kept in a vertical state. Consequently, the base frame 52 is always kept in a horizontal state so that only clean water is discharged without taking-in the settled sludge 4a and scum 7 as the stopper 61 restrains the height of suction opening of the pump 53 when it is set in a suitable depth in the water. In this case, the water collecting positions of treated water 5 are in a long line when a number of pumps 53 are installed.
