Zusammenfassung:	PURPOSE:To prevent a generator from overloading by operating a valve opening regulator to reduce the output of a steam turbine when the output of the generator exceeds a generator load limiting value. CONSTITUTION:A rotating speed regulator compares a set rotating speed value with a rotating speed feedback signal, and outputs a rotating speed control signal. An output regulator 2 compares a set output value with an output feedback signal, and outputs an output control signal. A minimum value selector 4 inputs the set load limiting value and the output control signal, and selects a minimum value. A valve opening regulator 3 controls the output of a steam turbine in response to the output of the selector 4 and the rotating speed control signal. On the other hand, a load limiter 7 varies the set load limiting value in response to a deviation between the output signal and the load limiting value when the output signal exceeds the load limiting value.
