Zusammenfassung:PURPOSE:To always hold a stable constant initial load amount set value by selectively outputting an initial load amount command value obtained by integrating a deviation between an initial load amount set value and an output detected value and an output command value as high values. CONSTITUTION:An initial load taking circuit 34 inputs a deviation between a set value set by an initial load amount setter 36 and an output detected value Pd to a soft starter 38. The starter 38 starts integrating on the basis of the output signal of an FF 44 set by the closing command of a main circuit breaker in case of connecting a turbine generator to a system, and supplies an output through a limiter 40 to a high valve selector 42. The selector 42 selects the initial load amount command value at the initial stage. When the output command value of an output regulator 10 gradually increases to exceed the initial load amount command value, its output is selected by the selector 42.
