The settling agent is crosslinked mechanically to the poor setting sludge if such agent is used. In addition, the biological membrane layer derived from the sludge is formed on the cellulose surface, by which the affinity to the sludge is increased and the powerful flowable settling nuclei are formed. The settling speed of the sludge is, therefore, improved and the bulking is prevented. The treated water having the specified quality is thus stably obtd. in a short period of time.
