Zusammenfassung:	PURPOSE: To dissolve a restriction and a complexity in an adoption of new device or a technology to a network by transmitting a necessary network state information at the time of activating a link in a computer network. CONSTITUTION: When any one of links in the computer network is activated, 1st signal exchange for mutually supplying information indicating the usability of the link for participation in a prescribed type communication cession between two nodes connected to the link is automatically started. When both the nodes can use the participation in the communication cession and at least one of the nodes provides service, 2nd signal exchange for establishing one communication cession is automatically started. When one communication cession has been established, 3rd signal exchange for mutually supplying network state information between the nodes is started.
