Zusammenfassung:	PURPOSE:To prevent sudden increase in vehicle speed by generating a lowering command for lowering the output of an internal combustion engine at the time of judging the traveling condition of a vehicle to be different from a target traveling condition during the output of a travel controlling command. CONSTITUTION:The captioned device generates an operation controlling command based on the output of an operating condition detecting means M2 from a control means M4 to an output regulating means M3. Also, a travel controlling command based on the deviation of a traveling condition detected by a traveling condition detecting means M6 from a target traveling condition by a target traveling condition setting means M5 is generated from a control means M7 to the output regulating means M3. In this case, during the output of a travel controlling command, if at least one of the traveling conditions which are detected based on the outputs of the detecting means M2, M6 is judged by a judging means M8 in a control ineffective traveling condition which is different from the target traveling condition by the setting means M5, an output lowering command is given from a lowering part M9 to the output regulating means M3.
