Zusammenfassung:	PURPOSE:To secure the required idle rotating speed when the function of a valve operating device is stopped by providing a valve drive compensating device in an idle rotation control device controlling the air quantity with an electromagnetically controlled switching valve device. CONSTITUTION:In a switching valve device provided on a bypass passage detouring the throttle valve of an intake passage, a solenoid 1 is arranged at one end of a casing provided with a outflow port 2 and an inflow port 3 of air, and a plunger 16 is made movable to the right against a spring 18 by its excitation. A needle valve 29 is simultaneously displaced to control the opening area of an orifice 28, and the pressure P3 in a low-pressure chamber formed by a diaphragm 8 is changed. The diaphragm 8 is changed in response to the pressure in this low-pressure chamber, and a valve 6 is opened or closed via a hollow shaft 7. When the solenoid 1 is de-energized, the valve 6 can be kept at the minor opening position by springs 17 and 19.
