PURPOSE:To prevent the outflow of leachate by providing an interrupting wall around a receiving part, providing respective water level gauges to detect water level, and driving and regulating a drain means in such a manner that the underground water level on the receiving part side is relatively low to the interrupting wall outside. CONSTITUTION:In a waste disposal facility 1, a receiving part 2 provided on the ground (a), an interrupting wall 3 constructed around it, and water level gauges 4, 5 on the inside and outside of the interrupting wall 3 are provided, and a drain means 6 for pumping the underground water or outflow water on the receiving part 2 side is provided. The level difference between the respective underground water levels h1, h2 detected by the water level gauges 4, 5 is calculated. The pump P of the drain means 6 is driven in such a manner that the underground water on the receiving part 2 side is relatively low to the outside of the interrupting wall 3. The outflor of the leachate generated from a waste is effectively prevented.
