The current image of the monitor camera 101 is stored in a 1st image memory 201 so as to make the decision by comparison with the image information at normal time and an image data comparison part 203 finds whether or not the state of a specified area changes as to whether the images in the 1st image memory and 2nd image memory 202 are the same or not. When the picture element information in the specified area is different, the image data comparison part 203 outputs an analog signal for alarming and an alarm part 103 generates an alarm.
