An information transfer capability discrimination section 7c analyzes an information transfer capability in parallel with the processing above and outputs a call transmission command signal to a call transmission section 7e when the result of analysis indicates a 3.1kHz audio signal or a voice signal. Upon the receipt of the call transmission command signal and the setup reception transmission end signal, a call transmission section 7e outputs a 'call' to the ISD network.
