PURPOSE:To prevent a ball joint from making contact noise by making an axis of the cylindrical bellows section of a retractable cover staying in a non- curved state eccentric to one side in a radial direction to the center of the inner periphery of one end of the retractable cover. CONSTITUTION:A retractable cover 21 for covering the rack 4 projected from a housing 5 is provided such that one end of the retractable cover 21 is fitted outside the housing 5. A tie rod 17 is connected to this rack 4 through a ball joint 6. The other end of the retractable cover 21 is fitted outside the external periphery of this tie rod 17. The part between both ends of this retractable cover 21 is formed into a cylindrical bellows section 26. This bellows section 26 is made to curve such that one side in a radial direction, 26a side, for example, is compressed more than the other side 26b due to the inclination in the longitudinal direction of the tie rod 17 to the longitudinal direction of the rack 4. An axis Q with the bellows section 26 staying in a not curved state is made eccentric to one side 26a in a radial direction to the internal peripheral center R of one end of the retractable cover 21.
