PROBLEM TO BE SOLVED: To validate normal charging information data by applying restoration processing to destroyed part of charging information data stored in a memory and able to be recovered without initializing linkage. SOLUTION: A charging information data management section 2 links blocks 11-1-11-n of charging information data through a linkage, adds or subtracts data to/from to set management information to management tables 12-14, 31-34 and to check whether or not linkage is established. In the case of insufficient linkage, a charge information data restoration processing section 4 repairs management tables 12, 13 from management tables 32, 33 of a charting information secondary data section 3 and uses a linkage management table 31 to check linkage of data blocks and repairs the linkage while leaving only normal blocks. Number of repaired data blocks are set to the management tables 14, 34.
