PURPOSE:To perform judgment detecting the contact (shortcircuit) trouble between lines on one end side of a cable by applying a DC level to the desired line of the cable and detecting the level of the line or other line. CONSTITUTION:A level detection means for detecting a DC signal of a predetermined level to the desired line of a cable and detecting the level of the line or other line, a contact judging means for judging the contact between lines on the basis of the detection level from the detection means, a capacity detection means detecting the capacity between the lines forming a pair of the cable, a disconnection judging means judging the disconnection of the lines forming a pair, a crosstalk detection means applying a predetermined AC signal signal to the lines forming a pair and detecting the crosstalk of the signal in other lines forming a pair and a misplacement detection means judging the misplacement of two pairs of lines are mounted. That is, the contact, disconnection and misplacement of each line can be judged on one end side of the cable.
