Zusammenfassung:	PURPOSE:To suppress the generation of a small material unit accompanying a redemand and to prevent the yield and original unit from decreasing. CONSTITUTION:A data processing part detects a material unit U1 in a steel nonfeeding state and decides whether an additional order Y1 based upon the redemand, etc., can be assigned to the material unit U1. For the decision making, information on the ordered quantity of the additional order Y1, the kind and manufacture conditions of the product, the latent surplus and manufacture conditions of the material unit U1, etc., is used. When it is decided that the assignment is possible, the order Y1 is assigned to the material unit U1.
