PURPOSE:To immediately display the situation of a desired direction by rotating a mirror at a certain speed, detecting its rotational phase, and synchronizing a timing for picking up images to be displayed with a timing which allows the mirror to be in a specified phase based on a signal from a detection means. CONSTITUTION:An image pick-up part is housed in the front part of a vehicle wherein the part can advance and retreat freely. A double-side mirror 21 which rotates at a certain rotational speed at the top of a motor 23 and a CCD camera 22 for photographing situations reflected in the mirror are installed at the tip part of the image pick-up part. A rotary encoder which outputs an angle signal FS corresponding to the rotational angle theta of the double-side mirror 21 is built into the motor 23 and both angle signal FS and video signal VS from the CCD camera 22 are input to a controller 3. When the fact that the mirror is at a rotational angle which allows the situation of a desired direction to be reflected in the double-side mirror 21 is detected based on the angle signal FS, the video signal VS is stored in memory 31 as a stationary video signal, then output to a video processing device 51 and outputs video to a monitor 5.
