CONSTITUTION:A motion vector detecting means 30 to detect the fluctuating amount of a picture from an image signal detects the center of gravity position for brightness in a fluctuation detecting area set on a screen for each field and detects the difference of the detected center of gravity position for brightness in each field as the motion vector, and a motion correcting means 40 to correct the position of the picture based on the detected motion vector recognizes the feature of distributing the brightness of the picture based on the image signal in the motion detecting area set on the screen and controls the motion vector while responding to the feature extraction.
