PURPOSE:To output a high definition picture by providing a still picture processing system and a moving system having an enhancing function for an animation and providing an enhancer for a still picture to vary enhance quantity by a moving signal after the respective outputs of the above-mentioned processing systems are proportionally mixed by the moving signal. CONSTITUTION:While Processing for the still picture is executed by an inter- frame interpolating circuit 2, a LPF 3 for the still picture, a sampling frequency converting circuit 4, and an inter-field interpolating circuit 5, processing for the moving picture is executed by a LPF 6 for the animation, the sampling frequency converting circuit 4, and an enhancer 7 for the moving picture. A MIX circuit 9 proportionally mixes the output of the inter-field interpolating circuit 5 and the output of the enhancer 7 for the moving picture by the moving signal of a moving part detecting circuit 8. The output of the MIX circuit 9 is passed through a signal processing circuit 10 for replacing with low band, etc., and inputted to an enhancer 11 for the still picture to vary the enhance quantity, and only a still part out of the input signal is enhanced based on the moving signal. Thus, the picture having high definition still part and moving part can be outputted.
