Zusammenfassung:	PURPOSE:To enhance the charging/discharging efficiency by hardening a binder resin with which conductive powder is mixed, forming a conductive film over a porous base plate, and coating this conductive film with paste with which an active substance is mixed and kneaded. CONSTITUTION:A porous base plate is coated with a hardening type binder resin with which conductive powder is mixed, and this binder resin is hardened to form a conductive film over the base plate. Examples of this conductive powder are Ni, Cu, Ag, carbon, and combinations thereof. Then the conductive film is coated with paste with which active substance is mixed and kneaded to form an electrode plate for alkaline battery. Thus slipping-off of active substance from the paste type electrode plate is suppressed to accomplish enhancement of the charging/discharging efficiency.
