PURPOSE:To obtain a hair tonic cosmetic effective in activating hair-matrix cell when directly applied to hair and having excellent effect such as hair- growing, hair-tonic, prevention of falling off of hair, prevention of dandruff, etc., by storing raw tea leaves under anaerobic condition, heating the stored leaves with steam and compounding the obtained extract as a component. CONSTITUTION:Picked raw leaves of tea are stored in a closed vessel, the air in the vessel is completely substituted with an inert gas (e.g. CO2 or N2) and the leaves are stored at room temperature for >=3hr, preferably >=8hr. The stored leaves are taken out of the vessel and subjected to steaming treatment for 10-30min and/or heat-treatment at 80-100 deg.C. The treated product is extracted by conventional method and the extract is compounded to a cosmetic in an amount of >=0.1wt.%, preferably 1-20wt.% in terms of solid based on the whole cosmetic.
