To provide a packing material management device, method and program, and a packing material management system capable of further motivating and promoting recycling.SOLUTION: A packing material management device includes: a collection schedule information acquisition part 11 which acquires information on a collection scheduled place of a packing material; a collection information acquisition part 12 which acquires information on the collection place when the packing material is actually collected; and a reward information imparting part 13 which imparts reward information when the packing material is actually collected.
