To provide a non-halogen incombustible crosslinked resin foam that exhibits incombustibility, achieves a sufficiently high foaming rate, and also offers a sufficiently improved compressive stress value, and an incombustible resin composition suitable for obtaining the incombustible crosslinked resin foam.SOLUTION: An incombustible resin composition includes the following components (A)-(E): (A) an ethylene-vinyl acetate copolymer, (B) a metal hydrate, (C) red phosphorus, (D) a processing aid, and (E) a foaming agent.
