To provide a cooling sheet, etc., capable of easily executing efficient cooling.SOLUTION: A cooling sheet for cooling a cooling target comprises a substrate part and projections. A plurality of projections are provided while interposing a gap therebetween on a face of the substrate part which is opposed to the cooling target when the cooling target is cooled. The substrate part and the plurality of projections are formed using hydrogel.
