Zusammenfassung:	To provide a c-band electromagnetic wave absorber that is the electromagnetic wave frequency band used in ETC and other devices.SOLUTION: A c-band electromagnetic wave absorber 100 is manufactured by sequentially laminating a reflective layer 10 having a surface resistance value of 1 Ω or less, a spacer 20 whose thickness is defined on the basis of the relative dielectric constant, a resistive layer 30 in which openings 35 are arranged with an opening ratio of 10.0% to 12.5% as a regular opening condition, and a protective layer 40 that protects the spacer 20 and the resistive layer 30.SELECTED DRAWING: Figure 1 【課題】ＥＴＣなどで用いられる電磁波の周波数帯域であるＣバンド電磁波吸収体を提供する。【解決手段】Ｃバンド電磁波吸収体１００は、表面抵抗値が１Ω以下の反射層１０と、比誘電率に基づいて厚さが規定されるスペーサ２０と、規則的な開口条件とされた開口率が１０．０％～１２．５％である開口部３５が配列された抵抗層３０と、スペーサ２０及び抵抗層３０を保護する保護層４０と、を順次積層することによって製造する。【選択図】図１
