To take appropriate mitigation countermeasures for abnormalities in a nuclear reactor to suitably ensure soundness of a primary cooling system.SOLUTION: In an abnormality mitigation facility of a reactor that performs mitigation countermeasures for abnormalities in a reactor included in a primary cooling system, a control unit is provided that executes the mitigation countermeasures based on output parameters, which are parameters related to the output of the primary cooling system.
