The FW device includes: an acquisition part 80 that acquires physical quantities L1 and L2 indicating outer dimensions La and Lb of a fiber layer 22 formed by winding the fiber material around the liner while the fiber material is being wound; and a pressure control part 84 that controls an internal pressure of the liner so that the outer dimension approaches a predetermined target value during winding of the fiber material.SELECTED DRAWING: Figure 1
