To provide a developing device of a two-component developing system that can convey a magnetic brush formed on a developer carrier in a sufficiently leveled state, and an image forming apparatus including the same.SOLUTION: A developing device comprises a developer container, a developer carrier, a regulation member, a first film member, and a second film member. The developer container stores a two-component developer. The developer carrier has a developing sleeve, and a magnet that is arranged with a plurality of magnetic poles including a regulation pole unrotatably fixed inside the developing sleeve and facing the regulation member, a developing pole facing an image carrier on the downstream side of the regulation pole with respect to the direction of rotation of the developing sleeve, and a conveyance pole arranged between the regulation pole and the developing pole. The first film member is in contact with a magnetic brush formed on an outer peripheral surface of the developing sleeve by the developing pole.
