To provide a technology capable of handling a complex garbage crane operation even in a remote operation.SOLUTION: A transmitter (1) comprises an operation input part (11) to input the operation amount of a garbage crane (3) and a transmission part which converts an operation signal corresponding to the operation amount into an extended tone signal obtained by extending the tone signal to at least one of the high and low ranges and which transmits the extended tone signal to the garbage crane controller (2).
