To provide an aircraft operation management system, a management device, a management method, and a program, which contribute to the popularization of aircraft use.SOLUTION: In a monitoring system 10, a management device 300 includes: a reservation acceptance unit 310 configured to selectively accept an exclusive use reservation in which an aircraft is exclusively used by a solo reservation holder who has solely made a reservation for use of the aircraft and a shared use reservation in which the aircraft is shared by multiple reservation holders; and a utilization plan formulation unit 312 configured to formulate an aircraft utilization plan based on acceptance results by the reservation acceptance unit 310.
