To solve the problem in which there is no consistency in metadata such as program information for image distribution in broadcasting and telecommunication.SOLUTION: In a system that distributes video content, a distribution system generates program information having distribution business operator program information and distribution business operator identification information and distributes the program information to an intermediate sharing server.
