OPERATION PLAN MODIFICATION SUPPORT DEVICE, OPERATION PLAN MODIFICATION SUPPORT METHOD, AND OPERATION MANAGEMENT SYSTEM

To provide an operation plan modification support device, an operation plan modification support method, and an operation management system that can reflect an intention of an operator in charge of operation management and support a work of creating an executable operation plan modification proposal.SOLUTION: An operation plan modification support device 10 comprises an arithmetic and processing unit 11 and a memory 12, and it generates, for each event, a plurality of first operation suspension policies including a suspension ratio, which is a ratio of the number of suspended trains within a predetermined range to the planned number of trains, as a policy to suspend trains on the basis of a history of the operation plan in events for which the operation plan has been modified in the past by the arithmetic and processing unit 11 executing a program recorded in the memory 12.
