Zusammenfassung:To provide an apparatus, a method, and a program for predicting operating rates before construction of a wind turbine using wind condition analysis.SOLUTION: According to one embodiment, an operating rate prediction apparatus comprises an input unit for receiving input of first wind turbine information that is information about a construction environment of a first wind turbine which is a wind turbine scheduled to be constructed. Further, the apparatus comprises a selection unit for selecting a second wind turbine which is an existing wind turbine that is a model for construction of the first wind turbine, based on the first wind turbine information. Furthermore, the apparatus comprises a calculation unit for calculating an operating rate of the first wind turbine based on second wind turbine information that is information about a construction environment of the second wind turbine.
