To suitably suppress a position estimation error of a target.SOLUTION: A message control device according to one aspect of the present disclosure comprises: a control unit 11 which generates a message including a position of a target detected by a sensor, and a message showing reliability of information regarding the orientation of the sensor; and a communication unit 15 which transmits the message. A device which receives the message can prevent the position of the target included in the message from being used for position estimation of the target when the reliability of the information regarding the orientation of the sensor included in the message is low.
