(Step A) Reacting a compound represented by formula (2) with hydroxides of alkali metals and alkaline-earth metals or the like, to convert the compound into a compound represented by formula (3) [where R1-R4 each represent a fluorine atom or the like. X represents a hydroxy group or the like. M is an alkali metal atom or the like]. (Step B) Adjusting the pH of the aqueous solution of the reaction product obtained in step A to 7.0-11.0. (Step C) Concentrating the reaction product obtained in step A, a liquid obtained by mixing the reaction product with water, or the pH-adjusted solution, depending on the result of the pH measurement in step B, to obtain a concentrate.
