Zusammenfassung:To provide means capable of accurately determining connecting states of wires to be connected to an electronic watt-hour meter without being affected by voltage fluctuation.SOLUTION: Measurement value input means 21 inputs an active power value and a reactive power value as measurement values, and an interphase voltage as a voltage measurement value. Measurement value correction means 21a corrects the measurement values to corrected measurement values according to a rated voltage value based on the voltage measurement value. Load value input means 22 inputs a load value of a simulation load 3. Basic data acquisition means 23 acquires an apparent power value and a phase difference obtained based on the load value of the simulation load 3 as basic data. Theoretical value calculation means 24 calculates, from the basic data, an active power value and a reactive power value of each connection state of wires as a theoretical value. Table creation means 25 creates a table for prescribing a relation between the theoretical values and each connection state of the wires.
