Zusammenfassung:	To provide a bag tearing device which can tear a bag storing a waste matter and wash the waste matter coming out from the torn bag, and a bag tearing processing method using the bag tearing device.SOLUTION: A bag tearing device for tearing a waste matter storage bag body comprises: a water tank 2 which stores washing water; a bottomed-cylindrical rotary tank 3 which is rotatably supported with the rotation axial center made as substantially horizontal in the water tank 2 and stores a washing object; and a motor 5 which rotates the rotary tank 3. A blade 12 for bag tearing is provided on an inner peripheral surface of the rotary tank 3.
