The order information generation unit 16 and the agreement information generation unit 14 are configured to generate each first order information so that a plurality of first order prices may be set to different prices and execute at least some of a plurality of first orders. The order information generation unit 16 generates each second order information so as to have a predetermined margin with respect to a first order associated with a second order price. The order price adjustment means varies a second order price that satisfies a predetermined condition.
