To determine whether facilities are normal according to presence or absence of maintenance operation by determining whether the facilities are under maintenance operation on the basis of measurement data obtained by measuring the facilities that may be maintained.SOLUTION: An acquisition portion 111 acquires a measurement value and a learning model M. A normal state determination part 112 classifies acquired measurement values as normal or not by using a normality determination model. A maintenance operation determination portion 113 classifies measurement values classified as abnormal as those showing maintenance operation or not by using a maintenance operation determination model. A maintenance normal state determination portion 114 classifies measurement values that are classified as abnormal and as those showing maintenance operation as normal maintenance operation or not by using a maintenance normality determination model. A fault sign determination part 115 analyzes appearance patterns of measurement values and determines whether states of facilities J have a sign of a fault.
