Zusammenfassung:	To provide a plan creation device and a plan creation method capable of realizing continuously stable production by performing automatic update at appropriate timing without updating devices haphazardly.SOLUTION: A plan creation device with a manual correction plan obtained by correction of an automatically generated plan by a plan creator as a final plan includes: a storage device for storing the automatically generated plan created by the automatic plan design processing portion and a manual correction plan obtained by correction of the automatically generated plan by the plan creator; a central processing unit having an evaluation processing portion for evaluating multiple evaluation indexes that are predetermined for the automatically generated plan and the manual correction plan, respectively, a detection processing portion for obtaining a difference between an evaluation result of the automatically generated plan and an evaluation result of the manual correction plan, and a proposal processing portion for recommending update timing of adjustment of weight of an evaluation index for minimizing the difference when the difference is larger than a predetermined threshold; and an outputting device for presenting adjustment of weight of an evaluation index recommended by the proposal processing portion to the plan creator.SELECTED DRAWING: Figure 1 【課題】むやみに装置を更新せず、適切なタイミングで自動更新することにより、持続的に安定した生産を実現することを可能とする計画作成装置および計画作成方法を提供する。【解決手段】自動生成計画を計画作成者が修正して得た手修正計画を最終計画とする計画作成装置であって、自動計画立案処理部が作成した自動生成計画と、自動生成計画を計画作成者が修正した手修正計画を記憶する記憶装置と、自動生成計画と手修正計画について予め定めた複数の評価指標をそれぞれ評価する評価処理部と、自動生成計画の評価結果と手修正計画の評価結果との差分を求める検知処理部と、差分が所定の閾値よりも大きいことをもって、差分を最小化するための評価指標の重みの調整の更新タイミングであることをリコメンドする提案処理部とを備える中央処理装置と、提案処理部がリコメンドした評価指標の重みの調整を計画作成者に提示する出力装置と、を備えることを特徴とする計画作成装置。【選択図】図１
