Zusammenfassung: | To perform supply and demand control of an electric power system by utilizing secondary batteries.SOLUTION: A computer according to an embodiment comprises: a detection unit that detects a frequency change amount (ΔF) and a linkage line trend change amount (ΔPT) in an electric power system being connected to a regulated power supply including electric generators, in which electric power output can be adjustable, and secondary batteries; a setting unit that sets an accommodated power amount (P0); an acquisition unit that acquires a natural energy power generation electric power value by means of a natural energy power generation facility which is arranged in parallel with the electric power system; a calculation unit that calculates area request electric power (AR) using the frequency change amount (ΔF), the linkage line trend change amount (ΔPT), the accommodated power amount (P0) and the natural energy power generation electric power value; a smoothing unit that smooths the area request amount (AR); and a distribution unit that calculates control target values of the regulated power supply by performing distribution according to merit order, correspondingly to the smoothed area request amount (AR).SELECTED DRAWING: Figure 1
